Elections of EPSCP student representatives to the CNESER June 2025

I-ROLE AND COMPOSITION OF THE CNESER :

A- Role of the CNESER :

The Conseil national de l’enseignement supérieur et de la recherche (CNESER) is a consultative body reporting to the Minister for Higher Education or the Minister for Research.

• It gives an opinion on issues relating to the missions entrusted to public scientific, cultural and professional establishments in cases covered by the Education Code (L. n°2013-660 of July 22, 2013, art.20-4) and to public research establishments, covered by articles L. 311-1 and L. 311-2 of the Research Code, in cases covered by the Research Code.

• The CNESER also has a disciplinary function. The CNESER is also responsible for disciplinary matters, giving final rulings on appeals against disciplinary decisions taken by the relevant university bodies in respect of professors, teachers and users.

B- Composition of the CNESER :

Chaired by the Minister for Higher Education or the Minister for Research, it comprises 100 members, distributed as follows:

• 60 representatives of managers, staff and students of public scientific, cultural and professional establishments and public research establishments

• 40 personalities representing major national interests, notably educational, cultural, scientific, economic and social, appointed by joint order of the ministers responsible for higher education and research.

A 41-member standing committee carries out all CNESER functions outside plenary sessions. It is elected from among its members.

II- ELECTION PROCEDURE :

A- Electoral process

1- Type of elections :

It’s an indirect election, with only the students elected to the governing bodies of each institution (board of directors, education council, research council) nominating grand electors, who in turn nominate, by list ballot, the students who will sit on the CNESER.

These grand electors are 3 for ISAE- SUPAERO in accordance with the decree of 24/01/2025 below:

All EPSCPs will nominate 11 students to sit on the CNESER.
